9:20 to 10:20 a.m. Partnerships Helped Us Turn Bond Failure into a Massive Success (and You Can Too!)
    Spokane Public Schools

After nearly 30 years of consistent voter support for school construction and improvement, Spokane Public Schools faced a turning point when a February 2024 bond failed at the ballot box. District leaders immediately began listening to their community, hearing clear concerns about rising property values and growing skepticism about how taxpayer dollars are used. Those conversations sparked a shift in approach and a willingness to rethink long-standing practices. What followed was a bold, collaborative effort to rebuild trust and reimagine how public agencies could work together to better serve Spokane.

The result was “Together Spokane,” a joint proposal uniting school and city investments into a single, community-centered vision. By aligning school rebuilds and renovations with parks, athletic facilities, and shared public assets, and by leveraging private partnerships to stretch taxpayer dollars, Spokane Public Schools and the city demonstrated the power of collaboration and clear communication. In this session, we will explore how SPS moved beyond “the way it’s always been done,” built a cohesive brand and message grounded in community feedback, and ultimately secured voter approval for a renewed bond with 62 percent support, one of only two school bonds in Washington state to pass that November.

Tove Tupper, APR - Highline Public Schools

When a ransomware attack hit Highline Public Schools, the district closed schools for three days and operated with no network tools, computers, or internet for six weeks. Learn how the communications team strategically pivoted to alternative methods, maintained transparency, and preserved trust throughout the crisis. This session breaks down the strategies, decision points, and practical tools that shaped the district’s response when systems went dark. Highline’s approach, grounded in the RPIE process, earned an NSPRA Gold Medallion for its crisis communication plan.

    1 to 1:50 p.m. Breakout Sessions

Session 1: The perfect storm: Proactive strategies during budget cuts, open bargains, and unpredictable labor relations
    Katie Jennison, Tacoma Public Schools

In Spring 2025, Tacoma Public Schools faced a $30 million budget shortfall for the 2025-26 school year and opened bargaining with the teacher’s union. In what felt like the perfect storm, communications played a critical role in helping our district navigate a complex financial shortfall, announcing staffing cuts in schools, and negotiating a three-year collective bargaining agreement with our labor partners. We committed to weekly communications over a two-month period, starting with staff and then the public. Join us to hear more about our strategy – what worked, how the year ended, and lessons learned.

Session 2: Cougar Cabinet - Empowering student voice and advocacy
Lakewood School District - Kristina Bowman, Communications and Public Relations Officer; Dr. Erin Murphy, Superintendent; Bryan Toutant, Executive Director Teaching and Learning

Discover how Cougar Cabinet at Lakewood School District elevates authentic student voice and strengthens district communication by empowering students as leaders, advisors, and storytellers. This session demonstrates how a structured, student-led advisory team provides school and district leaders with real-time insight into student experiences while building students’ capacity to lead initiatives and shape a culture of belonging.

Now in its third year, Lakewood students in grades 4–12 meet monthly with school and district administrators to share ideas, solve challenges, and bring communication full circle. Student-driven projects have included a bus expectations video, attendance welcome-back cards, a student-led podcast, and school-based groups like a high school belonging advisory and elementary kindness club. Cougar Cabinet ensures student voices are not only heard, but meaningfully embedded in district communication and decision-making.

Beyond the Search Bar: How AI is Changing SEO and What it Means for School PR with Laurin Moore

Search engines aren’t what they used to be, and neither is your community. As tools like ChatGPT, Google Gemini and Perplexity reshape how families find information, the rules of SEO are evolving fast. Instead of links and keywords, AI search engines now pull direct answers from live content. You want those answers to come straight from your district’s website. Don't let the rest of the internet write your story!

In this interactive lunch-and-learn, Laurin Moore of CESO Communications will unpack how public schools can adapt to this shift. You’ll learn how to make your district website more “AI-friendly,” strengthen your storytelling for both humans and bots, and take practical steps (many free!) that boost your visibility in AI-driven search results.

She fell in love with digital design when managing marketing for the Student Center as an undergraduate at Texas State University. She has had a diverse decade of experience since then, building websites and creating marketing plans for multiple businesses as well as Angleton ISD and the AISD Education Foundation. She now focuses on redesigning and managing school district clients' websites. She lives with her husband, David; her son, Harrison; her dog, Silas, and her cat, Basil, near the Texas Gulf Coast and spends as much time as possible at the beach. An avid crafter, Laurin enjoys oil painting as well as building intricate LEGO scenes – especially anything from Lord of the Rings!

Mind the Gap: Leading and Communicating Across Generations with Julie Thannum, APR and Nicole Kirby, APR

Mind the Gap: Leading and Communicating Across Generations
In school communications, we’re working with teams that span several generations, which can lead to gaps in understanding or even values. Whether you’re a Boomer, a Gen Xer, a Millennial or a Gen Zer, you’re working with people whose lived experiences are different from yours, which means their approach to their work is different as well. You’re also communicating with families and staff who come from different generations, so their priorities and information preferences vary. In this session, CESO senior strategists and past NSPRA presidents Julie Thannum, APR, and Nicole Kirby, APR, will share the latest data about the generations and how to best work together to close those generational gaps and take advantage of the different perspectives to make your team and work even stronger.

    Julie Thannum, APR

Julie Thannum, APR, has more than 30 years of experience working as a strategic problem-solver and communications advisor. She believes truth and transparency, over time, build trust. Prior to joining CESO Communications in 2021, Julie served as the assistant superintendent for board and community relations for a high-performing K-12 public school district in the Dallas-Fort Worth (TX) area. Her work includes launching the inaugural communication programs in two successful Texas districts. Julie successfully shaped a struggling marketing program at her district into a stable, yet profitable, revenue stream and found creative solutions to school budget stress by first strengthening employee relations and then engaging all staff in the budget reduction process. She specializes in mentoring and coaching school leaders to effectively incorporate sound communication strategies into their everyday work. Julie has extensive experience in crisis communications and school safety, as well as community engagement and policy development. She is skilled in conflict resolution and helps guide school leadership teams through problem-solving while building stronger, more meaningful relationships. Having served as president of both the National School Public Relations Association (NSPRA) in 2016-2017 and the Texas School Public Relations Association (TSPRA) from 2000-2001, Julie remains active in both organizations. In July 2022, Julie was honored with NSPRA’s Presidents’ Award. She is a frequent presenter at local, state and national conferences on the topics of ethics in educational leadership, school safety and strategic communications through research, planning, implementation and evaluation.

    Nicole Kirby, APR

Nicole Kirby, APR, is a senior strategist for CESO Communications. Before joining the CESO Communications team, she led the communications program in a Kansas City district for 23 years. She served as president of the National School Public Relations Association in 2021-2022, as well as earlier terms as NSPRA regional vice president and the president of the Missouri School Public Relations Association. She is an NSPRA Learning and Liberty Legacy Leader, and she received the NSPRA Front-Runner Award, the NSPRA Award of Excellence for publications, the MOSPRA Professional of the Year Award and the MOSPRA Distinguished Service Award. In 2019, she received the NSPRA Gold Medallion, the school public relations profession’s top award for programs, for her comprehensive, strategic, year-round communication program. Kirby has a bachelor’s degree in journalism and mass communications from Kansas State University, a master’s degree in integrated marketing communications from the University of Kansas, and her accreditation in public relations.
